英国のタバコ規制

来た来たよ。とうとう来たよ。
先月アイルランドが世界初パブを含むすべての公共の場での禁煙が法制化されたのに続き、こないだはスコットランドの話もしたけど(あれ?してない?mixiでか^^;)、いつかは来るだろうと思われていたがほんとにすぐに来てしまった。
イングランドもね、やっぱりね。

ニューヨークに負けられないってーのかね。賛成派のご意見は受動喫煙での健康被害と、環境国家的思想がほとんど。
反対派はもちろんタバコやアルコール業界の方々。

もはや世界でも優秀な?消費国日本は時代遅れなのかしら。
先進国の中ではダントツトップらしいね。

喫煙人口にしてここ英国は日本のちょうど1/2。
女性の喫煙率は日本の2倍だけど・・・。(統計学上)

Far-reaching smoking ban proposed
The government is to announce plans to ban smoking in nearly all pubs, cafes and restaurants in England when it unveils a long-awaited policy paper on public health, the BBC has reported.

The BBC said the proposals would cover all places which serve prepared food, including many pubs, but fall short of a total ban on smoking in public places.

The Department of Health refused to comment ahead of an announcement due to be made on Tuesday by Health Secretary John Reid.

"All will be revealed tomorrow", a government spokeswoman said. "This is speculation."

The debate on whether Britain should follow Ireland, Norway and New York and ban smoking in public places has sparked fierce debate. An ICM poll for the Guardian newspaper last month found nearly seven out of 10 people in favour of a ban.

The Scottish parliament decided earlier this month to ban smoking in public buildings from 2006 and Liverpool voted in October to ban lighting up in the workplace.

Supporters of a ban say it will protect people from the dangers of passive smoking. But tobacco and alcohol companies, including pub management firms, fear the proposals will cost them trade. Others say any ban would be evidence of an interfering "nanny state".

The government's Public Health White Paper will include plans to tackle obesity and address the way food companies target children through advertising.

A White Paper spells out firm government plans to legislate, although there is no guarantee they will become law.

Deaths from tobacco-related diseases have dropped during the past decade but smoking still kills about 106,000 people each year in Britain, the Health Development Agency said last week.

Despite efforts to get people to kick the habit, about 28 percent of men in England and 26 percent of women smoke.

Eight months ago, Ireland became the first country in the world to ban smoking in restaurants and pubs.

Since then others, including Norway and Malta, have imposed similar bans and even heavy-smoking Russians face a clampdown on puffing in public places courtesy of a bill adopted by parliament on Friday.
